She is somewhere at Noore's arena, from the waypoint marker, apparently up on a ledge above the fast travel point. The problem is, I can't find any way to reach her

Yes you have to become the highest rank in the arena, Once done one of the arena ladies will take you into a back room to "reward" you. It starts off with a little cut scene of things heating up but will soon let you use interactive button prompts to control the action.
